The sole content of release 1618 is a brand new reporting program,
PPP771, that is intended to be run on a monthly basis.  It will report
"whether the Non-Resident Aliens of Postdoctoral Scholars are paying
the correct federal withholding taxes withheld from fellowship or
scholarship payments."  The release letter provides a table that
identifies the appropriate federal withholding tax percentage for various
combinations of citizenship codes and visa types.  PPP771 does not
select by title code; instead, the working population consists of
those employees with a non-zero year-to-date fellowship gross who
have a citizenship code of 'A', 'E', 'F', 'N', 'S', or 'X'.

Two reports are produced:
- PPP7711 - a very small control report showing the number of postdocs
   selected, reported, and with differences.
- PPP7712 - a detailed report in name within department order showing
   the calculated vs. actual tax amounts and their differences, as well as
   citizen code/visa type and tax percentage.  Note that all selected
   postdocs are included in the report, not only those with differences.

   Two new messages signifying PPP771 operational problems are added.

IMPLEMENTATION
   We're assuming that, as ASUCLA and Hastings have no postdocs,
there is no need to run the new program, though for completeness, we
should install the release.  Unless you instruct us otherwise, we will begin
running PPP771 as part of regular monthly reporting for the campuses.
Given the nature of the reporting (deals with taxation), we'll add it to the
existing PP*MRQ tax reporting job.  Depending on how the timing of
release approvals and installation work out, we may or may not get
r1618 implemented in time for January monthly reporting, but we'll
try for it.
