Per the release letter, "Currently, the employee's Foreign Country Code
(EDB 1118) and Foreign Province Code (EDB 1120) are captured for
history processing, except for the employee's Foreign Postal Code
(EDB 1119).'  R1574 simply adds Foreign Postal Code to the HDB
and makes it viewable on the IBA2 screen.  It's just an extension of
the existing foreign address data.

There are no table updates.
