R1688 modifies two interface files sent to the Corporate Personnel System
(CPS), and does not otherwise affect PPS.

- The employee without salary indicator from the PER table is added to the
CPS employee file in program PPP711.  The file is commonly referred to as
'FCPEMP'.

- For titles whose rate lookup code is 'G' (Graded), the associated grade
type value obtained from the TCT is added to the CPS appointment file in
program PPP712.  This file is known as 'FCPAPP'.

In both cases the new data  takes the place of filler and therefore will
not require a record length change.

There are no table updates.

R1688 is date mandated to be installed after January month-end processing
(already completed) and before February month-end processing.  May we have
your ok to install?
