Release 1656 makes a few small changes relating to tax
withholding allowances.

- Some are cosmetic.  IALN, IGEN, and ITAX screens are changed
   to display a zero instead of spaces when California or Federal
   Maximum Withholding Allowance values are zero.  EALN is
   modified to display three zeroes instead of one zero for
   personal and Maximum Withholding Allowances.

- The existing restrictions on no more than 150 allowances (plus
   values 998 and 999) are raised via updates to the data element
   table.  New legal values will be:
