Compute program PPP400 processes entries on the Pending Premium
Activity (PPA) table, adding new rows with dummy plan codes and later
changing them to valid plan codes after an employee makes a selection
or the PIE expires.

The premium calculations based on these entries eventually end up in
the PAR, identified by gross-to-net numbers.  To obtain the GTN
number for a given plan code on the PPA, PPP400 searches through
the GTN table in deduction number sequence.  Two sets of CM plan
code entries currently exist in GTN tables, 206/207 and 308/309, and
because the old 206/207 Core Medical GTN numbers are numerically
lower, they are the ones that are selected instead of the higher Blue
Cross Core Medical entries.  The release letter states that "The
resulting premium calculation and contribution coverage has been
correct", however because the wrong GTN numbers are selected,
the wrong description may sometimes be displayed.

To correct this problem, r1479 modifies PPP400 to bypass GTNs
206/207 when looking up plan codes.  The release letter notes that
this fix will not work for very old CM rows in the PPA table, i.e.,
where the pay period end date is prior to 12/01/2002.  "In most, if
not all, cases such a PPA row should not in fact be processed.
Local PPPPPA table entries should be searched for such cases,
and appropriate intervention should be taken."  I have confirmed that
none of our payroll sites have such rows.

There are no table updates for r1479.  Ok to install?
