We have received this release for immediate implementation.  This is a non-optional release as there are potential personal privacy implications to leaving this code as is.

It has been determined that for quite some time, there has existed a hole in the PPS employee number assignment process which allowed some employee IDs to be reused.  The result is that information flowing into AYSO for these employees could result in personal information being exposed to people other than person who should be able to see it.

This change closes off the ability to reassign employee numbers by retaining all employee numbers on the Identity Database component of PPS even when the ID was not consumed, and when the employee is purged from the Employee Database.

We will be installing this change on 2/2/16, and you will see no change in functionality.
