Release 1519 is one of the usual union reporting releases consisting
of a one-time program.  Because this particular one is for the RX unit,
there's no need to install it for ASUCLA or Hastings.

The inputs include workfiles from these processes:

- step-based range adjustment
- step-based merit increases
- r1506 open range

Note that the step-based files contain a mix of RX and TX employees,
but program PPOT1519 will select only records with a title unit code
of RX.

Outputs include:

- report OT15191 - control report
- report OT15192 - central office report.  3 copies of this report
       are to be produced for local HR, who will give one to UPTE
       and one to UCOP Labor Relations
- report OT15193 - department report
- report OT15195 - exception report (may be empty)

- a tab-delimited data file with dataset name
       FTPUSRn.PUT.RXWAGES.Y2003

Completion of this processing is date-mandated to occur no later
than December 1, 2003.  Ok to install?
