This is a fix to leave reporting program PPP640, which is run by all of
our sites except San Diego and Hastings.  (We should still install it for
them.)

The problem was noticed by ASUCLA in their December month-end
reports, and consisted of incorrect run dates in the headers of leave
roster and liability reports.  (The S1 pay period end date rather than
the actual run date was displayed.)  The release letter mentions only
the PPP6402 report, but ASUCLA had the problem in the full range of
PPP640 reports.

We notified Base Payroll, which turned it around very quickly.
This is apparently an intermittent or occasional error that occurs when
a work field used for date values gets re-used, and as a consequence
clobbers the current date needed for the report headers.  I don't see
the same erroneous run dates for other sites, but it may be cycle/
date/compute-specific and could pop up at some other time.

Only PPP640 is modified, and there are no table updates.
Ok to install?
