You probably recall that on the night of October 20th
all of our campuses, though not ASUCLA or Hastings,
had failures of PPP130 in the nightly CICS shutdown job
due to a problem processing 457(b) delete transactions.  To
get past it, we had to zap them from the IVRNH transaction
files, requiring them to be manually processed afterward.

R1604 addresses that problem.  It turns out that PPESTEDB,
which is called by PPP130, did not contain logic to translate
the 457(b) deduction asterisks into zero for the amount or to
initialize the effective date.  That's now added.

There are no table updates.

R1604 is date-mandated to be installed by November 19th
when the next set of Fidelity 457(b) transactions is delivered.
(This occurs on a monthly basis.)  It's so tiny that we can
get it out of the way in the next few days, with your approval.
