R1671 is a standard collective bargaining wage increase
reporting release, this time for the SX unit.  It can be skipped
for ASUCLA and Hastings who have no SX employees.

A one-time program, PPOT1671, is issued to generate:

- PPOT16711, a control report
- PPOT16712, a central office report (name order)
- PPOT16713, a departmental report (name within department)
- PPOT16714, an exception report that will probably be empty
- a tab-delimited data file to be written to an FTPUSR*.PUT
   dataset.

This is an 'after the fact' process based on two input files.  One is the
final work file from the r1661 SX Across-the-Board increases effective
10/01/05.  The other is the final work file from the SX Per Diem range
adjustment also effective 10/01/05.  Note that although Per Diem payscale
files were issued for all of our campuses, only Davis ran a range
adjustment process for it.  If you implemented Per Diem increases manually,
you'll need to find a way to add that  data to the FTPUSR file after we
create it.

There are no table updates.

R1671 is date mandated, requiring the tab-delimited data file to be created
no later than December 15th.  Ok to install?
