Dear SCCKG: 

CDL and the Joint Steering Committee for Shared Collections (JSC) are conducting their annual call to the CKGs about ideas for one-time systemwide purchases. Michael and I would like to get your input on resources our group should recommend. Note that open access resources may be included. There's a limit of 3 recommended new purchases per CKG. 

Please share your ideas with the group by the end of day Tuesday, February 7. The survey (attached) is looking for: 
  1. Name of the resource you're recommending
  2. Publisher/vendor
  3. Estimated or proposed cost of the resource
  4. Whether any campuses already subscribe
  5. Brief description of what the resource is
  6. Why it's appropriate for systemwide investment
After February 7, Michael and I will compile and submit on behalf of the SCCKG. For context, here are some recent systemwide investments (some I think arising from this JSC call):

One resource I was thinking of suggesting is the Open Access Community Investment Program (OACIP). OACIP is a community-driven crowdfunding framework that enables libraries and other stakeholders to support diamond open access journal publishing. You can see that some UC schools and CDL have already committed funding to some of the journals open for investment. This would be another way for UC to continue to support non-APC based OA publishing discussed as part of Pathways to Open Access

Apparently Project Muse, MIT, UC Press, and Oxford University Press are already under consideration for funding so we don't need to recommend them. 

Michael and I suggest we also take the same tactic as last year and respond with "no opinion" on the subject-specific individual resources that will potentially be renewed. IMO our focus should be on putting forward any systemwide schol-comm related purchases/investments.

Each year, the California Digital Library (CDL) and the Joint Steering Committee for Shared Collections (JSC) organize a survey to solicit recommendations from UC Libraries and Common Knowledge Groups (CKGs) for potential systemwide resource purchases. Each designated campus representative and CKG Chair is asked to complete and submit one survey on behalf of their group by the end of business on Friday, February 10, 2023.

Process

The JSC reviews and evaluates survey responses for resources that have systemwide interest, are affordable, and meet UC-wide collection goals. The JSC ranks the responses, CDL solicits proposals from vendors, and final recommendations for resources to be acquired in FY 22/23 are presented to the UC Libraries Shared Content Leadership Group (SCLG) for approval. Approved resources are incorporated into CDL’s annual licensing work plan for the current fiscal year. 

 

FY 22/23 Annual JSC Survey

 

The survey includes a list of resources for consideration and incorporates recommendations from past surveys that have continued interest for systemwide acquisition. Please note that some resources currently under consideration for funding in FY 22/23 are not included in this survey. These are mainly Ebook Strategies Team recommendations such as Project Muse, MIT, UC Press, and Oxford University Press.

 

Each UC Library and CKG Chair is asked to submit one response to the survey. Each designated campus and CKG respondent may also provide up to three new recommendations on behalf of their UC Library or CKG. CKG Chairs are responsible for collaborating within their CKG to review the resources on the survey and to prioritize recommendations. Each Chair will then submit the survey on behalf of their CKG.

 

Principles Guiding Systemwide Resource Purchases

When considering the resources from prior surveys and when making new recommendations, keep in mind the following JSC principles to guide decisions for new content purchases:

 

  • Recommended resources are meant to improve systemwide access to important scholarly work. For example, resources recommended and purchased in FY 21/22 advance the diversity of voices represented in our collections.
  • Prioritize one-time purchases over ongoing commitments for maximum flexibility in future collecting.
  • Purchasing or licensing decisions reflect a systemwide viewpoint and do not solely reflect the specific preferences or needs of a local campus.
