For the cataloging/resource management aspect, the SILS Open Access Resource Management Task Force developed a set of principles for managing OA resources consortially. The principles can be found in their Phase One report<https://libraries.universityofcalifornia.edu/wp-content/uploads/2021/11/OARMTF_Phase_One_Report_Oct_2021.pdf>.
