What Tim said - I wouldn't expect the resignation of the editorial board to have any impact on availability of the back issues.
I know our licensing folks always aim for perpetual access, and I think they usually get it. I went to the redacted licenses page<https://cdlib.org/services/collections/licensed/resources/redacted-license-agreements/#E> to check the Elsevier one, but there are more Elsevier agreements and amendments than I can sort through.
Maybe Mat or Mark could verify for us?
